Duplicate No horsemen from tokens

Steps to reproduce:
Horsemen Reinforcement V, enacted from the inventory (40 per hour for 5 hours) Earned via Incantation circle
Horsemen Reinforcement VII, enacted from the inventory (2 per hour for 7 hours) Earned via Island quest

Detailed error description (What you see):
In both cases no horsemen are forthcoming

How it should be:
By the end of the first I should have received 200 horsemen
By the end of the second I should receive 14 horsemen
