Not a Bug/Cannot reproduce Conquest

On Sandbox 7

I want to conquest other cities. My academy is at level 28, and I have the "Conquest" research.
My harbor is at level 10, and I have a colonisation ship.
But if I attack someone, I can't make a revolt. Is it normal?

Hey @The belgian, welcome to Beta!

The answer is hidden in your question :p

zz7 is a Conquest world, so you don't have to activate the Revolt in order to take over a city from another player :)
