Well, if I remember right, that quest makes you decide whether you want to research conquest first or whether you want to found a city first. It´s up to you which of the two options you chose.
Since you already researched conquest in your first city prior to founding a city, you had already fulfilled the quest and could have claimed the reward.

Wenn ich mich richtig erinnere, musst Du Dich bei dieser Quest entscheiden, durch welche der beiden Optionen Du sie erfüllen willst.
Entweder erfüllst Du sie durch die Erforschung von Eroberung, oder durch eine Stadtgründung. Du hattest Dich ganz offensichtlich dafür entschieden, Eroberung zu erforschen, weshalb Du die Quest damit auch schon erfüllt hattest. Sie wird Dir im Questlog ja auch bereits als erledigt angezeigt, und Du musst nun nur noch Deine Truppenbelohnung annehmen, damit sie verschwindet. Bei bereits erfüllten Quests ändert sich die Anzeige nicht mehr, wenn Du auch die zweite Option noch erfüllst - erledigt ist erledigt...^^

As the quest is already completed it no longer checks for further updates. If you would like a different behaviour you can do it in the Suggestions section

It´s not for the first time that I notice some confusion regarding this quest, since its wording could be clearer. There are other quests where all the tasks listed must be completed before you receive your reward, and this one does not look that different after all
