What level temple allows which favor?

I have been building up favor and decided to use some before I hit the cap. But how? What level does your temple have to be to do Divine Sign? Bolt? etc. Or am I doing something wrong? It looks like you're supposed to click the icon to enact the favor but nothing happens. I see that you have to have at least temple level 10 to make a minotaur in the barracks. Is there some similar level restriction on favors?

just click your town icon..there options will pop up (like attacking some else player u click their town) there will be an option "enact divine power" click it and enact the power if u want to have it enacted upon your town
