The luck factor formula has been rewritten, so you are less likely to see peak values. However they are possible to appear.
Which number has the new formula .. give the new luck factor in the calculation..

New formula:

Step 1: Choose 2 random numbers between 0 and 30 (including 0 and 30)
Step 2: Sum these 2 numbers
Step 3: The sum of step 2 -30
Step 4: Use the calculated number as luck factor

Example:
Step 1: 12 and 4
Step 2: 12+4 = 16
Step 3: 16-30 = -14
Step 4: luck factor is -14%

If I find an error in your calculation .. and therefore I lose a city .. that's your own fault ..

However, since there are way more combinations to create a 30 from the sum than i.e. create a 0, results get rarer the closer you get to the edges of the total number.
