In the course of the replacement of those old effects/rewards, a new malus has been introduced (replacing "Lost Loyalty" in at least one island quest):
All effects referring to favor production are account-related effects. They will increase or reduce your favor production in all your cities/temples and for all your Gods, and thus the description of the new malus is misleading since it says "Favor production in your city has slowed" (or will be slowed down, respectively).
Several players have been complaining to me about this misleading description after they had accepted this malus, trusting that the malus would only refer to the active city as the description suggests. The description should be adjusted accordingly and use the wording of the bonus, generally speaking of "favor production" and "gods" without the misleading addition "in your city":
