minimum troops resident to attack

I receive regulary attack with 2 or 4 residents like this:

But when I want to do the same I have a red advertissement telling me I must have at least 74 residents to attack...

Who can explain me?

It is my understanding if you have a lot of population not used you can send less amount of an attack force then if you have used most or all of your population.

It all depends on the amount of troops being recruited in your city. You have to send at least 3% of the army from the city.
