Island Quest rewards and general spell suggestion

When a Island quest reward spell that has a prerequisite is used (ex. Erinyes Reinforcement) on a city that does worship that god, you get an error message and you cannot use the spell.

Then why is casting the same spell when you do not have enough population will cast w/o error message but when you run out of pop you stop getting the reward and lose out on the spell?
This is true of any spell that has a pop requirement (ex. Slinger reinforcement)

Since the pop only decreases as the units are produced over time, there is no way of the game knowing if you'll have enough pop when the spell is over if you use your pop for other things at the same time (ex. building upgrades)

In the US server, when that happens, the spell doesn't quit working, you get your entire reward and your population goes into a negative status.

Why not here?
