Fixed Green Player city Name links broken.

Steps to reproduce:

Green city name links in both the alliance forum and in the player overview do not function and will not open links to the city information, location or any further selections

when I click on the city name I should be given choices on what I would like to do, such as attack, support, cast a spell and so forth

It lasted only a few minutes and now it is functioning properly again. I can not recreate this at this time.
