No, the quoted changelog entry does not say that the fixing of the bug is in process - it says that the Grepolis team thought it was fixed in update 2.163.
Instead the missing wall level in published reports even made it to the live worlds, see also here:

Some players are telling me that they can see the wall level in published reports via App. I don´t know why it takes so long to fix it in the browser version as well.
