Implement a new Sea Attack feature which would allow you to blockade an enemy Port, stopping anyone from sending support or trade with that particular town through Naval means.
You can make it so that an attacker can choose how long he wants to Block the port either 4 hours or 8 hours. At the end of the time chosen the Naval units return home.
A player that has his or her port blocked can free it by sending Naval Units to "Attack" that port that is being blockaded. Alliance members that want to help free a port would also need to send naval units in "Attack" mode.
Alliances members can help block a port by sending Naval units in "Support" mode. Only the player taht initiated the Blockade would get the Cultural if the Blockade is effective.
Battle Points will be the same as current system.
If you get your port blockaded and it is not freed by either yourself or an alliance member then every 4 hours that your port is blocked you lose 1 Cultural Point and the Blocker Gains 1 Cultural Point.
