Reproduction steps:

1. . Use "land expansion" on one of your cities
2. . Available population displayed is not updated
3. . Open harbour and see that you could build 12 more biremes
4. . Build them and see that also the resources displayed are not updated

This is only another example for the many display and update errors occuring (especially during events) as already described in another bug report. No user scripts involved.

Yes you are right, there isn't an instant update in UI. F5 will resolve the visual delay.
