Can Wonders be "captured?"

When a Wonder reaches level 10 and is completed (lets say the Gardens,) can other alliances still build that same Wonder (the Gardens) on one of their islands up to level 10?

No, but the other alliances can expand the same wonder (The Gardens) to level 9 and have enough resources ready for level 10, but they will have to take ONE town on the enemy's level 10 wonder island for the wonder to get downgraded to level 9 before they can expand to the final level themselves. This only applies to level 10 wonders, taking a town on a lower level wonder island only halts the expansion and removes all resources collected so far, but does not downgrade the wonder.
