Not a Bug/Cannot reproduce Vacation mode not functioning correctly

In Sandbox 7 a player went into vm about 3 days ago. I do not believe he came out of vm, but i sent and landed a cs at one of his cities. I can spy on 2 of them. But i get the normal vm message when i try to spy at the others or if i try to cast a spell on any of his cities.
