Duplicate Unable to cast Happiness, on another city. S.19 world.

I can always cast any spell on my own city. Just not at others.
I can click the spell, but nothing happens.

I'm really early in development, so I can't really test it thoroughly (other spells, from other cities etc).
Latest Firefox ver. PC.

That's a well known issue, you have to select the city on the map, otherwise it is not possible, to do a spell.

@Beta Team: Could you check, when the issue will patched?

Could you please use the bug report template and provide some more details? For example when it works and when not, from what screen are you trying to do that, if you get an error in the browser console.

This helps a lot in having the bug fixed earlier :)
