Acknowledged Travel times simulator does not open

Reproduction steps:

1. Open the attack or support window of any other city
2. Click on the travel times simulator (next to the plan button)
3. See the window does not open and gives an error.

Detailed error description (What you see):

How it should be:
It should load the travel time simulator with all the troops able to travel to the destination city.
