Which way are resources counted to reach this achievement?

E.g. I pay 2k and get 1k... what amount is counted towards progress of the award? 3k (sum), 2k (what I give) or 1k (what I get)?

This award counts only resources sent (via marketplace, in a trade), in your example you will get 2k points.
