That date is usually something that can be changed from the admin panel, but only internal employees have the rights to do it.

Well.... have never restarted an account due to inactivity....

But I have the feeling that as long as you rejoin after account deletion due to inactivity you get same menus as if you create a new account.
And in this case iof you create a new account you do not get option for server selection as there is only one server and therefore it log you in straight ahead.
