Acknowledged Minutes difference in announced hours and real arrival

It is almost impossible to snipe: I lost 20 minutes to send a timed support at h:23 and was arriving at x:14, 16, 17 ... as I tried again.
I had now time to actually get screenshots w/o stress and I have a fat one - CS
Desired arrival 21:30 - click and ... arrival is 20:51 !!!!!! 40 mintes delay !!!!
10-15 seconds is normal, but 10 -40 minutes ?!
