If the players are a lot close to the target, the decrease will stop.

This in general works quite well to keep a goal to be reached, but obviously in uncommon situations like zz7 where just 5 players hold 20% of the entire world's points, it could make it harder if someone decides to leave his alliance :p

I see there are two players without alliance, with ~4.3kk points. With them in, the WW era could already start :)
You are right, since both players manipulate the game, we should capture these two accounts by creating Alliances for them, and WW Age could start immediately :p

But what is your goal?
Should the old worlds be closed faster, because you do not bring the right turnover?

Or should the old players be forced to give up their old worlds faster. So that you then start on the dominance worlds?

The goal is for the players, they still have to achieve something (reach the limit) instead of just passively wait the next decrease to start the WW era.

Actually, stopping the decrease is making the worlds last longer, so this theory is completely out of sense.

The decline is not kept up with the wonders of the world, but with a playable game.

but that was not was inno intended.

The Intention was:

helping very small worlds to reach the WW Time FASTER

the result is:

this very small Worlds don´t have positive Growing so because of the decreasing stop at any time und the world sizes decrease there is no Chance for that Worlds to get to the WW Time so they don´t reach that time slower they reach it NEVER^^

and this was surely not intended

but like so often
telling inno something ends in a oh no that will not happen and if it then happen inno doesnt react

This is a really edge case that may happen only in a limited amount of worlds. A solution is already in development for that.
