farming villages on empty island

if i found a new city on an empty island will there be any farming villages created on that island??'

Since the beginning of the game, there have been anchor islands that do not have farms on them.

but thats not the problem

The smaller islands will not have farms on them. Only the large 20 city slot islands will have farms.
