Extend info tooltips for effects

So, you are a newbie. You are rewarded with some units in tutorial where you can have negative population after you accept this quest reward. What does it mean? You think that these event rewards have same functionality. But they don't! Why you didn't receive any of your units? Who knows. You should get angry because it is surely a bug... in the tutorial quests you would have negative population and there is expected no difference. That's feeling of player.

And what about accelerated recruiting and building? Player doesn't expect that it doesn't affect previously ordered constructions... because epic building and recruiting (from the bandit camp) affect this too!

Please, add this info into tooltips. Players, especially new ones, are confused every single event. Again, again and again.

1) We are implementing a warning right now, that if the unit reinforcement would not be able to create the units due to a lack of population, you are told "There is not enough free population to create all units. Do you want to use it anyway?" and you have to confirm if you want to use it anyway. So experienced players who know that they will get free popluation due to an ongoing attack can still use it. The system checks for all population changing actions on the city like already activated unit reinforcements or a thermal bath in building order, to make sure the warning will come up at the right situation. You also can decide to not show the confirmation again if you are confident that you do not make mistakes. Do you think this will solve the problem?

2) We plan to exchange all accelerated recruiting and building items in the future with rare and epic versions as they are indeed easier to understand. However we don't know yet when this change will be done. I will look into it that we do not give it out in future events either.
