Early colonization changes - Beta rollout

As the feedbacks on the recent changes were mainly positive, we decided to extend these changes to the testing on the other two beta worlds, Sandbox 2 and Sandbox 5.

This change will become effective starting from Monday 10th July.
As always, we're open to hear all your feedbacks, please post them in the related feedback thread.

Colony Ship can be researched at the academy level 13 and the harbor level needs to be 10 or higher.
