Steps to reproduce:
When I change town, I didn't see command list
I see it again if I refresh page
Only command I see without refresh - revolt in my town

In command list from Administrator I see all commands

as om the second screen (I've got it after refresh)

I' ve watched to my screens again. On the second screen I should see towns' names, from which players sent support. But there are my town's name...looks like I sent support from my town to my town

Yep, I admit I got confused a bit with the screenshots, but I tested myself and it is happening the same on Chrome.
