Colonization on the same island ?

The rule described in Wikipedia is clear.
We need to fit some prerequisites to be able to colonize an another city located in the nearest island: Academy lvl 22 - Port lvl 20 - 1 Colony Ship

But, you can easily imagine if one player, who is a neighbor in the same island than you, leave the game... on free place is free to become your 2nd city (the system clear the village and put in place a free slot)

But anyway, if I don't need a colony ship (and the corresponding research and the port), is that enough to have only the Academy lvl 22 ?

You need the colony ship what ever town you take ,there is no other way of taking a town

you don't need conquest the lvl 30 tech, but you do need a level 20 harbor and a colonization ship. The downside of this endavour: You will have the same mood in your farm villages for all your villages...

The upside is easier military support and resource transfers/gifts to your new town.
