City protection vs Zeus' Rage

Shouldn't Athena's City protection protect from ANY forces (goddish ones) ? Then howcome my attacking troops from a protected polis were affected by Zeus' Rage ?

As far as i understand, Zeus Rage effects "attacks" and City Protection actually is only effective for protecting an actual "Polis" from castings...
