Acknowledged City festivals

No longer able to use the one click in Cultural overview, for city festivals, they have to be done individually.

Yes, it works again now. At least for victory processions.

Yes, it works again.

But there is still a bug left:

Even if the click in the culture overview starts 234 city festivals (as I just was able to start in zz2), the text on the green banner only says "A city festival has been organized" (singular).
