Yesterday I have spied on an inactive player(now 4 days) and got a spy report. Today I spied it again(still inactive) and the spy report failed. I was wondering how this is possible?

they might just be using the App - I have heard the app does not register logins as activity.
App does register login as activity, on our logs, but depends on what do you mean by "activity".
If you're talking about the inactivity time that is displayed by an external tool (not made by Innogames), that number is wrong because it thinks a player is inactive just because he's not doing points, but it doesn't see if the player is currently online.
Anyways, we found the answer, the town was not ghost but from a banned player, and the ban ended between the first and the second spy attempt, meaning that the owner came back and refilled the cave
