Can you build a Statue and a Shop?

It seems like after you've built a divine statue, you can no longer build a Merchant's Shop, an Oracle, or a Watchtower. I'm guessing you must also choose between Lighthouse, Library, Baths, or Theater. Is this correct?

Yes. For each of the two banks of 4, you can only choose to build 1.
