Bug or weird building ability?

I had a lvl 1 Quarry. The building tree showed for Quarry I could expand it to level 3. I double checked and yes, I only had a level 1 Quarry. I assumed this meant I could expand my Quarry up to level 3 as I had enough resources on hand to do so.

So I hit the button and all of a sudden I instantaneously have a lvl 2 Quarry and it is building a level 3 Quarry. Anybody else know what the deal is with this?

Is it possible that a level 2 Quarry was already in the building queue? The senate displays the level of the building that you can add to the queue, which would be - if you already had a level 2 queued - 3.
