An attack troop has to consist of at least xx residents

I'm wondering if anyone can shed some light on this.

I have noticed while farming other player's villages that sometimes I will get the message of "An attack troop has to consist of at least XX residents" where the XX is a number that seems to be going up as time goes on.

First I was wondering where there would be any such limit on how many people I send - If I have cleared a village and only need x guys to bring home max resources why am I being asked to send more.

Second why is the number changing over time? Is the game being tweaked, is it based on the size of my city? Is it something else?

I can be wrong but I believe the # goes up based on your farm level. I don't know the exact formula but the higher level farm, more troops, that's my theory anyways.
